Serial Hunter puts you in the shoes of John Doe, an investigative journalist who decides that the law is not enough. Instead of writing stories about crimes, you hunt down the perpetrators yourself using your newsroom access to track targets through police scanners and surveillance systems. The gameplay loops involve gathering intel on a specific criminal, planning an attack, and then executing it with various methods ranging from blunt force to precise strikes. You must balance your actions carefully because society has limits. If you kill too many people or use excessive violence, the public turns against you and the police start hunting you down as a criminal themselves. The most interesting part is how your choices affect your standing in the city. Each target requires a different level of judgment based on their crime, and getting this wrong makes it harder to operate freely. Data from early players shows that those who stick to moderate punishments keep the heat off them longer. Those who go too far often find their cover blown before they finish their list. The game does not tell you if your actions are right or wrong. It simply lets you see the consequences of taking justice into your own hands in a gritty, single player adventure.

It is only up to you what judgment you will pass on your target. Does a thief who steals from lonely old women deserve a prison? Or is it enough to break his hands with a crowbar as a warning? Will the rapist die or do you prefer the eye for eye method? You are the gardener of this city and the fate of the weeds is in your hands! Remember that society also has an idea of justice. If you loosen the reins of your emotions and the will to kill too much, you will face negative reception, and the police will throw all their strength on the streets to get the mad avenger. Choose penalties commensurate with the blame to remain the hero in the eyes of the villagers, or fire up completely and become what you fight - the choice is yours.
